Why are experts concerned about electromagnetic pulse (EMP)? --  There are three reasons.  First, experts are concerned about the criminal use of inexpensive electromagnetic pulse generators to knock out electronics, security systems, and power networks.  More importantly, there is consensus among experts about the high vulnerability and growing likelihood the US or regions can be crippled by an EMP attack where recovery could take months or years. Third, solar flares produce a natural source of electromagnetic interference that has damaged power grids.  An unusually strong flare could damage power grids globally.

How can communities use fiber optic networks to reduce their vulnerability to EMP?  -- Avoid using metal shielding on fiber cable lines or bundles and obtain help from experts who know how to shield electronics and filter power lines.  Consider implementing your own distributed independent power sources in addition to what you use from the main electric grid.

Where can I find more information on EMP?  See www.stop-EMP.com for basic information and white papers. See also the all-hazards planning introduction to EMP posted on Public Technology Institute's website.  See also the chapter on EMP at www.WarFooting.com.

How can we fund new infrastructure when sources of capital are difficult to obtain?  -- Discover key user communities who could benefit from your infrastructure, even those at a distance, and use their participation to help justify the investment.  See us for examples and assistance.

What can amateur radio operators do to provide communications despite intentional electromagnetic interference or EMP?

Where can I find guidelines to create survivable networks, data centers, or 9-1-1 emergency communications centers?

How can rural communities financially support survivable broadband networks?

How can diverse communities deploy affordable interoperable and survivable networks?

.Answers to these questions on survivable networks can be found in the studies we published on the websites of Maryland TEDCO,  http://www.marylandtedco.org/broadbandinmd/easternmd.cfm, and the Western Maryland TriCounty Council,  http://www.tccwmd.org/news.html.
